I don't get the hate for this move? Obviously he can never return a punt again, but as an insurance policy for McKenzie, and one who already knows the offense, whats the problem?

What about consistency? Who else would you bring in (right now) that could step in right away in an emergency situation that already knows the playbook? 

 

Can we upgrade next year? Of course, but until then, why not? 

 

The questions shouldn't be "can we do better?" the question should be "can we do better right now?" 

 

The realistic answer outside of some crazy trade scenario is no. So, again, why is this even a thing? 

 

Cheap. Knows the playbook. No brainer.

A player going forward who can be promoted to the 53 man roster, and actually hang onto the ball if pressed into service. ;)

The practice squad is for developing talent. They are players, by definition, who aren't good enough to be on a 53 man roster. Best to fill it with guys who have a lot of talent but a fatal flaw you can work on instead of guys who are mediocre talent wise without a glaring flaw. If Ray Ray learns to protect the ball you have a super athletic receiver on your hands.

He fumbled like 6 times for the Panthers on punt returns..

well - all of the PS players have some sort of issue/weakness so you have to build your PS with the best available out there
