I take it as the part you can’t do it unless stationary on the line. He was stationary on the line. But i am not smart. So I could very well be wrong.

The sentence you highlight isn’t the key phrase here. If I hear from say, Gene Steratore that the meaning is something other than what I see here, I’d believe that. 1

I must admit I just assumed he was running in order to clear the line. Perhaps it was a good call then. That won't appease the masses who believe the refs favor certain teams.
