And that's the difference.. I'm not saying Barkley should start but he seems to throw the ball on time and throws the recievers open.

Shockingly, Dabol has called some good plays, though it's understandable if people aren't noticing it. 

 

He's getting guys open, but Allen holds onto the ball too long, and doesn't have the awareness to see how a play will unfold. Therefore he doesn't see the man who is about to be open, or has a step on the defender, he sees nothing at that exact moment and throws to whoever... often the guy who will be well covered by the time the ball actually were to get to him.
