First the NFL has to grant an exemption for the Pegulas to own the Bills and the Sabres. Then the Bills have to expose Wade to waivers where any team can put him on their 53. If that doesn't happen then the Bills can put him on that exempt PS. I don't know if Wade can choose to go to another team's PS if offered.

What the Bills can do with RB Christian Wade Lastly, if he clears waivers and the Bills decide they don’t want to use either practice squad option on him, he is free to join any other team’s practice squad, but only as a regular practice squad member. The special 11th member exemption is only available to the Bills.

If the Bills want him then he's protected because the NFL assigned him to Buffalo where upon he is the Bills and only the Bills.

It is up to Wade at this point, as I'm sure buffalo would love to get him as a practice squad exemption. It's pretty simple, Wade can gamble on himself and hope he at leasts cracks a 10 man practice squad and best gets promoted during 2019 to a 53. In order for this to happen. Bills must cut him but Buffalo loses their free exemption...so a gamble if buffalo would even sign him to practice squad. Ball is in Wade's court
