Go back to what Beane said after they were done spending in FA.  Yes, they were done and onto the draft.  With the remaining cap space they would be ready if and when an impact player became available.  I would put Clowney in that class.  Having Gaine in the building, would give them insight on what Clowney was asking.  He is a 3 down De.  A real difference maker for Buffalo.  Will they end up with Idk.  Has Buffalo had discussion with them?  I bet yes.  Are they offering what the Texans want?  I dont know.  

 

I think Philly would trade Peters today for Clowney.

Sure. But that's okay if you don't trade too much for him. If you could get him for, say, McCoy, Zay Jones and Mike Love. Those guys are expendable on the Bills. But even if Clowney signs elsewhere in 2020, guess what the Bills get? A 3rd round comp pick. We also get one if Shaq goes.

1. It would depend on free agents Buffalo signs.

 

2. No chance Shaq Lawson signs a contract big enough to net a 3rd round pick.

It just doesn’t seem like it’s Beanes Standard operating procedure to swing for the fences for a blue chip player by giving up significant assets.  I don’t see it happening.

I don’t think a single person has said Zay Jones is viable compensation. 

 

They have said Shady, Zay, and a pick. Zay is part of the package, yes.

You're right. Tunsil might be more attractive to the Texans. But don't forget Clowney has a say in where he goes. (If he doesn't like a trade, he won't sign his franchise tender.) Maybe he's fine playing for his next contract with a crap team like the Dolphins. Or maybe he'd rather play with one of the top defenses in the league. Clowney has some leverage here.

Why do we assume his tear down would be the same as his final moves on a rebuild?

He's been waiting for the right time in the build to go all-in and make the big move. Around free agency he kept talking about saving money in case an impact player comes available.
