According to Peter Asher this one was also metaphorically about the weed (the clue was the deeeeep inhale on the chorus)

 

 

Lowell George should be on this list more than once, not necessarily all about the pot but give him his weed whites and wine (lol they censored the bong hit)

All of the reefer songs I know were from college.  I know Dr. Dirty did one and a lot of reggae songs were about reefer (listened to a lot of  reggae in college, there was a good local band).

 

What about John Denver's "Rocky Mountain High"?  That should be theme song for Colorado smoke shops.
