If they had been signed, they were such low level free agents they likely would not have received compensation for them. Miller counts towards the formula, He was signed by the Bengals in March... but it doesn't matter because Beane signed a lot of FA players, so the Bills will get squat in 2020 Comp picks. Your link shows the Bills signed 10 CFA's and lost 1CFA (Miller)....
