There is too much competition for too few roster spots up for grabs. John Brown, Cole Beasley, Robert Foster, and (I believe) Zay Jones are all pretty much locks to be on the roster. Andre Roberts isn't too far from a lock as a return specialist. So, you've basically got Isaiah McKenzie, Duke Williams, David Sills, Ray Ray and a couple others competing for that last spot. That can't give him very good odds.

Then he gets cut. Expand Buffalo has a UDFA in Nick Easley who is actually a pretty promising slot type receiver. They could give him the reps to spell Cole Beasley.
