1. when there is another dog involved - particularly another male dog.

2. When the owner is an ego driven moron or indeed aggressive himself

 

I don't know what the laws are like in the US, but here in Australia the breed has been banned in most states (although there are loopholes such as classifying thr dog as an American Staffordshire), which is sad because it is clear that a handful of irresponsible morons have ruined things for the rest of us. 

 

So in answer to the OPs question - yes to background checks and licensing. It is the best way to ensure the survival of what is a beautiful breed.

Great post. Really informative. Like you said, the breed requires a responsible handler. The “ticking time bomb” analogy is spot on.

Wow. Thanks for the info. I wonder what would happen if a Congressman/State lawmaker introduced legislation to require licensing or banning PB’s in certain states,  cities, etc? I assume PETA and other similar groups would raise holy hell.

I'm not a fan of the breed in general, but for crying out loud, the people in Venezuela can barely turn on the lights. I don't think pit bulls are at the top of the problem list.

They banned them because they kept eating through the electrical lines. I read that somewhere (a/k/a here, where I wrote it).  Things will hopefully look up soon.
