It’s by a cartoonist named Nicholas Gurewitch in a collection he created in the early 2000s entitled the “Perry Bible Fellowship.” A lot of his stuff has a NSFW rating. Many other cartoonists rate him right up there will Gary Larson and Bill Waterson for influence and creativity.
