Check the super bowl requirements. One of them is snow removal in area around game is done first unless theres a threat to the public. If they build the stadium downtown theyre not going to have some pot holed side street leading up to it. They will have to do improvements. Average snowfall for February is about a half of an inch. He had the chance to do just that about 6 years ago, and opted to do a cheap spruce-up instead. In the end, the answer will always be money. A full reno of NEF will probably be very expensive, maybe even close to the cost of a new building.
