I think it would go something like: put Trump in as much political and perhaps legal jeopardy as they could, and then cut a deal with him so that he backs off on the retribution. No comment on Pence. Whether or not Pence is "deep state" is something I'm not even sure of. But he's not Trump, and likely heavily compromised. If they got rid of Trump, and Pence wasn't DS, then they'd get him out too... ... And who takes over then? Speaker of the House who was Paul Ryan - a very compromised deep stater.
