It seems obvious at this point that he's trying to get cut so he can go wherever he wants (the patriots would be my guess, maybe the browns) and the steelers are holding out hope of getting a good return instead of sinking their loses and moving him. I think teams build later dates like that so that they can make moves before having to deal with a bonus and whatnot.
