North Carolinians in two congressional districts head to the polls today to fill two empty House seats. The contest in NC-03 to replace the late Republican Walter Jones isn’t expected to be competitive, but everyone has their eye on the do-over in NC-09: Recent polls have shown Democrat Dan McCready either narrowly leading or tied with Republican state Sen. Dan Bishop, the sponsor of the state’s controversial “bathroom bill.” A McCready victory would increase the net number of seats Republicans need to retake the House in 2020 from 19 to 20. PLUS: CHANGE: Nashville’s Next Mayor May Be a Black Conservative Woman. The election is being shaken up by Carol Swain, a woman who is – of all things in traditionally Democratic Nashville, a blue stronghold in a red state – a no-holds-barred black, Christian Republican conservative. Last November, McCready lost to Republican challenger Mark Harris but Harris was never sworn into office. That's because he found himself at the center of a ballot-harvesting scandal that forced him to give up the seat he had just won. Now we're back, with McCready still in the race facing a new Republican challenger. It's a very close race, and a very expensive one, too. The candidates are polling within a margin of error of each other, and nearly $20 million has been spent to date. Aside from the candidates themselves, the Democratic Congressional Campaign Committee has spent about $5 million, and so has the National Republican Congressional Committee and the Republican super-PAC the Congressional Leadership Fund. The amount of money pouring into the race shows that this isn't just about two candidates, it's about something bigger. There is a lot of election momentum riding on this district, which Trump won by 12 points in 2016. Some experts, however, have warned that these special elections don't mean as much as we want to think they do: Remember last time around when Democrats seemed to be picking up seats left and right ahead of midterms but had their momentum fall apart when it came to actually winning back the Senate? The democrat lost by 4 times the amount of votes in the special election than he did in the original election. Seems like that wind has shifted, eh?
