A few large areas opted out or to wait a year, my hometown being one of them. And 25 applicants of 17,000 or so were drawn as the first potential owners of licenses to distribute product legally, repping each agreeable area, but 90% of the province's area has 2. For which it is rumoured they are being offered millions to sell the lottery right. This will be interesting....
