Thats the nature of the running QB. Not always. Russell Wilson is a running QB. So is Cam Newton. Both have been very successful. Jackson just doesn't have anywhere near their talent.

Jacksonville and Washington if he will play for cheap cause they may have problems paying what they owe on Bortles and Smith (if Smith will count against the cap).
