Yes typically for PED or substance abuse confirmed by tests.  Kelly's yet to be adjudicated and he's not under contract.  The league won't be in a hurry to deal with this unless some team signs him.  Until then it's probably the off-season before the league acts on it.  Given that no team is likely to sign him soon.

Speaking of Chad Kelly he might be more relevant at this point in time as Bronco fans wanted him over Case Keenum.

 

On second thought it really does say something that this team doesn't consider Kaepernick who at least could run around to protect himself.

This is just more proof the Kap will never play a down again in the NFL and he is better than a lot of QB's in the league.  Right, wrong, or indifferent, that is a fact!

Personally, I'm expecting to not be looking for a 4th backup/likely starter in November.
