Joe actually worked within the system to fix the problem. What Harris proposed is bigger federal power (socialism), Joe could have won a lot of minds had he spoken up for what he was doing -- but because he can't say "state's rights" without being a "nationalist" or a bigot, he blew it. He has no shot. Never did.
