Depends on how you define "make a sound." As soon as you define terms, this riddle isn't so perplexing. If "makes a sound" means sending reverberated energy waves through the ground and air away from the fallen tree, then yes, it "makes a sound" even if nothing else is out there. If "makes a sound" means sending reverberated energy waves through the ground and air AND THEN being received by some intelligent life with a brain capable of interpreting the energy into a signal, then no, the tree doesn't "make a sound" because nothing is out there to receive/interpret the energy being emitted by the fallen tree.
