Knowing that quirky penchant for doing things differently, I wouldn't be surprised if they're really solar panels to enable the car to recharge.  As for putting them on the roof, ?.

That, or they're another version of dash cams, which everybody seems to have over there.

How practical is it for a car in Russia to go only 217 miles between charges?   

I am sure there are places where towns are more than 217 miles apart!  

With a regular car you can have someone bring you a gallon or 5 of gas, what do you do with electric - stick up lightning rod and hope for a storm?
