Interesting series of maps on land use in the US

I am curious about the designations. For instance, it looks like Niagara County is listed as urban, yet anyone who drives through it can see the vast majority is rural and planted with orchards or farmland. I drive down to Ithaca all the time (like all. the. time.) It appears to be listed as forest/cropland in the blocks for most of that drive. While it does have forested areas, the drive down there is through rural cropland as far as the eye can see.  So what makes the tipping point A and not B for the map designations? And I wonder at the special use? What is it?

Anyhoooo that is nitpicky. It is an interesting interface that shows us why cows contribute so much to "polluting gases".
