In the unlikely event that the central government were taken out, the states would mobilize the national guard to protect the peace. What you'd need to worry about is whatever replaces the central government... For example, -Mike Huckabee and the evangelicals might try to form a new central government/theocracy. -There'd be pushback on something like that, and many states would choose not to follow. You'd also have to consider the population itself.... Generations of free-thinking has left us so factional, that we'd naturally separate from those with different interests, and ally with those consitent with our politics.... There'd be untold numbers of competing groups defending their interests, and protecting their people. Meanwhile, what about the electrical grid? -Does everyone have access clean water? -Medical services? Are sewage and water treatment facilities still operational? History, for one thing.... It happened here before, so some think it can happen here again.... Then there's the rancorous political discourse, and abandonment of civil protocols. IMO, the breakdown in civility better suits anarchy, than anything else. A two-sided civil war is probably too much to hope for.
