Too many rules and this one makes as little sense as any.  Why force the holder and kicker to have to deal with deep snow? How is it an advantage if both teams can follow it?

 

I also don't like the rules on movement and alignment.  Watch a CFL or Arena League game with all the movement.  What's wrong with that?  The defense can move all over the place.

This is not a big deal at all.

The wording on the tweet of the OP and that on Profootballtalk is not clear.  PFT says " grounds crew or team personnel".  Aren't the players 'team personnel"?

So now the last few guys on the roster have to be special teams aces AND handy with a snow shovel. Being versatile is a real key to staying in the league.

If we could find a kickoff specialist/placeholder/gunner/wildcat qb at the next volunteer to shovel at the Ralph event— dude would be worth his weight in thermal underwear

I can foresee situations where it would be beneficial to clear snow away 15 yards behind the location of the hold...then clear away snow at kicking location and take a 15-yard penalty, moving you back to the spot on the field you just cleared.  

 

I mean, if your choices are a 30 yard kick in six inches of snow, or a 45 yard kick on a clear spot, what would you do?  And what are they going to do, penalize you another 15 yards for clearing a spot on the field you weren't going to use before they penalized you the first 15 yards?

ARTICLE 1. NON-PLAYER FOULS. There shall be no unsportsmanlike conduct by a substitute, coach, attendant, or any other non-player (entitled to sit on a team’s bench) during any period or timeout (including between halves). Notes: (1) “Loud speaker” coaching from the sidelines is not permissible. (2) A player may communicate with a coach provided the coach is in his prescribed area during dead-ball periods. (3) It is impermissible for the grounds crew or other team personnel to clear away snow for a Try kick, field goal, punt, or kickoff.

 

Penalty: For illegal acts under Articles 1 through 6 above: Loss of 15 yards from team for whose supposed benefit foul was made. (Unsportsmanlike Conduct.)

Another example of the NFL outsmarting it's common sense.
