We were sitting down to a steak dinner one evening when he turned his head for just a moment, and as he did I saw a gray, furry paw reach up, bury its claws into his steak, and pull it off the plate and onto the floor. He turned back to begin eating, and just stared incredulously for a moment at his empty plate. I gave him my steak, washed his off and ate that one instead. It was one of the funniest things I've ever seen. 2

There's a massive difference between the two: The first is the legitimate role of government. The second would be the taking of political prisoners.
