Gugny
I need to take headshots of all of my staff to submit with paperwork. The paperwork specifies that the photos need to be 1 7/8" W x 2" L. I don't have a fancy camera; nor do I have (or know how to use) Photoshop. The only tools I have at my disposal are an iPhone and Paint. I was able to successfully change the size of a photo to fit those dimensions on screen. I used 250 pixels x 261 pixels and the dimensions worked. But when I try to print, it comes out much bigger than on screen. Any help would be greatly appreciated.
BuffaloBill
Take a picture of your junk. It will be tiny by default. 1

WhoTom
Paint stinks. Try this free online photo editor - it lets you resize an image. https://pixlr.com/editor/ Unfortunately the dimensions are in pixels, not inches, so you'll need to do a conversion. SinceThe70s
There are better ways to do this, but you could add the photos to a Word document, resize them directly in Word and then print.

I often use PowerPoint rather than Word for simple graphic manipulation, but it’s the same general idea.
Just Jack
I use Image Resizer. It’s free and that’s all it does. It does not give an option for specific dimension, just pixels or percentage. https://www.bricelam.net/ImageResizer/ there's also some online sites http://www.simpleimageresizer.com/ http://resizeimage.net/

BringBackFergy
You're over thinking this. Instead of taking the photo five feet away from the person, take about twenty steps back. That will make their face smaller in the picture. Then print the photos out and use scissors to cut out to the perfect size.

You need to check settings in print usually print setup.
