He would wait in my front lawn for someone to wake up, and then he would knock on the door. I had two young children in the house, and he was clearly “unstable.” I spoke with his brother, who was supposedly clean (although he was present at all their parties), on multiple occasions. I live just outside of Middlebury, but my school district central office is in Rutland so I am there frequently. Rutland has a bad reputation for crime/drugs, but it's not a bad little town, IMO. I think it gets overblown because Vermonters in general are biased against anything resembling "city life." There are very nice parts of Rutland to live, and there are parts to stay away from. If you're not into the drug scene you can avoid it, although you will likely see some "itchy scratchys" floating around town. I have a co-worker who lives 5-6 blocks from downtown, and he has a home in a pretty nice neighborhood.
