The father should be charged with criminally negligent manslaughter,imo. He's from Morton, which is down state near Peoria. Very conserative area where they cling to God and their guns. Probably why they gave him his weapons back. Yet... Morton is pretty affluent. Median income is almost double than where I live. Cost of living is dirt cheap. Also, home to Caterpillar. It's 96% white. "Family Circle magazine ranked Morton one of its "10 best towns for families" in 2013." Tazwell County is solid Red, right next to that light blue county (Peoria) on other side of Illinois river.
