Teams can submit claims and the player will go to the team highest in the order based on 2017 record. ( worst w-l is highest) . If the player clears waivers ( 24 hours passes w no claims submitted) they are a FA

It has to do with the years of service . I believe if you are on a rookie contract you get waived and teams can place a claim on you in an order imposed by the nfl . Tenured players are released and can sign with any team they want .

I don't think his success or failure is going to rest on the punter position. Just a guess.
