How many are you willing to carry on the roster is my first thought? Maybe a couple more in the second round?  Keep drafting till you find one! :)

Double the odds of hitting on a qb

The Bills' history of developing rookie QBs indicates that will do nothing more than double the failure.

It would be silly but odds favor you getting it right no?

Say we trade three 1st rd picks to get to #2 and take Rosen

or

Draft L.Jackson and M.Rudolph with 2 1st rd picks.

What is the better chance of hitting a franchise QB for less? I know it's silly talk but, option 2 is the clear winner statistically speaking.

How about a QB at 12 and one in the 3rd or 4th? Like the Skins did with RG3 and Cousins?
