The CMOH is for military. 

The Presidential Medal of Freedom is the highest honor for a civilian.

This looks like some guy calling himself the "Congressional Medal of Honor Foundation". This "award" was announced on Face Book.

 

Their website doesn't even work to see who they are.

Keanon Lowe, the former Oregon wide receiver who disarmed a student that brought a gun to Parkrose High School in Portland, has been awarded the Citizen Honor Award by the Congressional Medal of Honor Society
