 If Bradley Chubb isn't there for the Colts, GM Chris Ballard will be happy to move back again to gain a package of picks that would include, at minimum, a third-round pick in the 2018 draft (reflected below) and a 2019 first-rounder. Bills head coach Sean McDermott is hungry for a playmaker at the quarterback position, so a move up the board is definitely possible.

Courtland Sutton - WR, SMU

If the team is going to get a quarterback, he'll need receivers with whom he can connect in 2018 and beyond. Kelvin Benjamin is due to become a free agent after the 2018 season, so Sutton provides another big body in the receiving corps.

That is horrible value.  The Bills got the same value to move 17 spots last year than what he thinks it would take to move 6 spots.  Also, why move to 6 for a QB??  Teams drafting from 7-10 aren't taking a QB and no way teams trying to move up would give up that much and then Indy would need to be looking to move down even further for a team like NO or Arizona.

TRADE — Buffalo Bills: Josh Rosen, QB, UCLA

With the Jets now at No. 3, the second pick will be one of three things: a non-quarterback the Giants value in their quest to win in 2018, a quarterback to develop behind Eli Manning or a trade to a quarterback-hungry team like the Bills. Buffalo has done its homework on both Rosen and Josh Allen, but it likely would prefer Rosen. A move to No. 2 overall probably would require both of the Bills’ first-round picks this year (Nos. 12 and 22), their second-round pick this year and a 2019 first- or second-round pick.

The Bills have done a nice job building capital for a bold swing. This is one. Allen’s potential is limitless, and his big frame and arm are made for Buffalo, though he has a ways to go.

3. N.Y. Jets (from Indianapolis): Josh Rosen, QB, UCLA
I like the personality fit and on-field match between OC Jeremy Bates and Rosen, who’s seen as a “not for everyone” type of kid. He is the most evolved and natural passer in this group.

5. Buffalo Bills (mock trade from DEN)


Baker Mayfield, QB, Oklahoma. Mayfield isn't your prototypical NFL quarterback. At 6-foot-1, 220 pounds, and with a demeanor that can sometimes rub people the wrong way, he has drawn comparisons to Johnny Manziel. Mayfield is understandably bothered by this, but the Oklahoma star can play. And in Buffalo he could be the final piece to the puzzle for a team that made the playoffs in January for the first time since the 1999 season. The Broncos have needs at quarterback too, but Case Keenum buys them time and they can use the extra draft picks to address other needs.

10. Buffalo Bills (trade with Oakland Raiders): UCLA QB Josh Rosen: He's always been Buffalo's guy, and after the Jets opt for Allen, the Bills refuse to let him fall into another division rival's lap.
