No, I'm pretty sure the "mantra" is that drug enforcement unfairly targets minorities. Most of the drug abusers are whites, most of those arrested are black.

44, the nation's first black president, was completely comfortable allowing a known enemy to the United States run drugs into poor communities in this country (for years) and build up a lethal cartel - increasing violence and drug abuse in poor and minority communities - because he explicitly decided it was more important to get a nuclear ransom/deal with Iran than it was to help Americans suffering in poverty, violence, and drug abuse. 

 

That's not something a great leader does. It's a slap in the face to those people who supported him the most. 

 

That's inarguable. It's going to be his legacy.

There is ZERO evidence at all that this stupid situation reached up to any high levels of government at all. Even the article you posted makes it sound like a fight between DEA and CIA. A bureaucratic pillow fight at worst.
