Most of the drug abusers are whites, most of those arrested are black.

That's not something a great leader does. It's a slap in the face to those people who supported him the most. That's inarguable. It's going to be his legacy.

There is ZERO evidence at all that this stupid situation reached up to any high levels of government at all. Even the article you posted makes it sound like a fight between DEA and CIA. A bureaucratic pillow fight at worst.
