Teams generally stick up for their teammates.

 

One guy dirty hits a flag goes out, typically a teammate rushes to the scene and levels the offender getting another offsetting flag.

Not sure what play you were watching but Gronkowski shoving and pushing also.  It’s his game and he is good at it.
