Illinois lost Repub seats after the 2010 census as the former Dem governor ordered redistricting and it was done very deliberately to tilt seats in Dem favor.  Of course in this sate with nearly everything controlled by Dems especially courts, the challenge was thrown out and not heard.  The rules for districting at least in this state are pretty vague so it's a tough thing to challenge and prevail.

The Dems were the best with gerrymandered districts to ensure minority representation in the House when they were in control.

its only a problem when the GOP has he spoils of victory and can put it to use

Pennsylvania court orders new congressional map due to gerrymandering

(Reuters) - Pennsylvania’s top court on Monday threw out the state’s congressional map, ruling that Republican legislators unlawfully sought partisan advantage, and gave them three weeks to rework it in a decision that could boost Democratic chances of retaking the U.S. House of Representatives.

In a 5-2 decision, the Pennsylvania Supreme Court ruled the electoral map violated the state Constitution by manipulating the district boundaries to minimize the voting power of Democratic voters, a practice called partisan gerrymandering.

The Supreme Court allowed court-ordered redrawing of congressional districts in Pennsylvania on Monday, despite GOP efforts to block the action. Justice Samuel Alito denied emergency appeals from Republican congressional leaders after the state’s Supreme Court ordered a re-drawing of 18 GOP-held districts. The state court ruled last month that these districts had “unfairly benefitted Republicans” and was in violation of the state’s constitution. The state court gave the government three weeks to submit a replacement plan, after which the judges themselves “might draw up their own map.”

Elections experts say the state Supreme Court's new map is “fairer” and “more compact" than the lopsided one used in the past three congressional elections, which heavily tilted electoral power toward Republicans and became the butt of national jokes thanks to its strangely shaped districts.

So the Court made a political decision (5 Democrats voting for, 2 Republicans against), to legislate directly from the bench in order to achieve their desired electoral results.

You'll note "The court’s order did not specify how the map runs afoul of the law".

The judiciary in this country is out of control, and needs to be reined in.

They CONSISTENTLY violate the will of the people, and do so in political manners.
