No, he has more than three years in the league, he's not subject to waivers. Which is something I did not know until now. But it has nothing to do with his being cut.

Nothing materialized, leading to Bowman's release. Bowman remains on the right side of 30, but the injury history is a concern. While he is still stout against the run, the linebacker has struggled in coverage this season. Now that he's been released, we'd expect there to be a market for a savvy veteran on a playoff-caliber team needing run-stuffing depth.
