At a cost but you can't have everything. Not to quibble, but Paul Volcker at the independant Fed is far more responsible than Reagan. While it happened on Reagan's watch, the Volcker recession, brought about by keeping rates that the Fed could control high, is what changed the course. Reagan constantly fought for spending cuts, and didn't get them, resulting in his repeated calls for the line item veto. To get his military budgets approved, he signed off on increased spending. He had the right idea, but Volcker was the single cause of the end of Jimmy Carter's "misery index."
