If he fails he pick a QB high. If he doesn't you actually got something out of the highly drafted QB. McCown gets you a few wins maybe.... and nowhere. So if Petty and Hackenburg suck that much and McCown was in a QB competition with them and wasn't named starter until now....I'd say that makes McCown awful.
