President Obama would have had to approve the Carter Page warrant per law in order for the spying to proceed without a court hearing. The rule is described on page 7 of 1978 FISA Act! The Act reads as follows – SEC. 102. ø50 U.S.C. 1802¿ (a)(1) Notwithstanding any other law, the President, through the Attorney General, may authorize electronic surveillance without a court order under this title to acquire foreign intelligence information for periods of up to one year if the Attorney General certifies in writing under oath. 2

What does any of this have to do with the fact that the former President of the United States signed off on warrant to proceed with spying on US citizens, because they were his political enemies, without even so much as a hearing in a secret court? 2

If this is true, why did the court reject the warrant at least twice before the introduction of the dossier, why was the dossier never able to be substantiated, why was Page surveilled as a direct Russian agent, why were normal procedures bypassed in favor of skipping American citizens only protections of their 4th Amendment rights?
