Separation of powers.  Constant struggle between the executive and legislature.  Remember, Bush claimed executive privilege to outright refuse and ignore Congressional subpoenas...

... And the majority today have been peppering RR and Wray with questions about Stone communicating with Strzok and the FBI/DOJ before July 31st 2016. Coincidence? Nah. Something's about to break big.

Congress has oversight powers.  But going with your explanation, couldn't Trump order Strozkozloszk to answer Congress' questions?

As I understand it, some of the questions cannot be answered if the replies might compromise an ongoing criminal investigation (and let's face it, Strzok would not be unhappy about not answering them). Maybe they are there to tackle him if he attempts to answer those types of questions? (not that he would, not in his best interest)

It is the same with many of the documents  Congress keeps requesting. If they are part of an ongoing criminal investigation they cannot be turned over. It does make for great political theater for Congress to keep requesting what they cannot receive. I'm not sure whether RR is a good guy or a bad guy or just a guy just trying to survive a mess, but some of the documents he cannot turn over (although I am sure there is other stuff he can turn over he is slow-walking).

MANAFORT’S JUDGE BLASTS SPECIAL COUNSEL PRACTICES

On Tuesday, Judge T.S. Ellis of the Eastern District of Virginia denied Paul Manafort’s motion to dismiss the criminal charges that have been brought against him by special counsel Robert Mueller. Simply put, Manafort’s argument was that the charges against him–essentially, tax evasion with regard to millions of dollars he received from the Ukraine government–long preceded, and had nothing to do with, the supposed subject of Mueller’s investigation, alleged collusion between the Trump campaign and the Russian government.
