Sure he is a stop gap but he can win some games. He'd also probably have a bad attitude while his wife would prefer to live in a city of her choice. GM's think about this sort of thing before signing a guy as a backup. You don't want a drama queen as your backup QB. Cutler isn't widely thought of as being a great teammate.
