IF they draft well they will be loaded with young talent and still have plenty of cap room with which they can bolster the roster through FA. It's clear they have a plan in place. What's the plan in Buffalo? It's unbelievable how some Bills fans attack things they have no clue about. Cleveland is doing a rebuild and they are going to have tons of young talent on cheap contracts. Meanwhile Buffalo is treading water and starting to go under.

There was no chance they'd spend all of that in free agency. Owner just doesn't give a damn about the money. He's on board with accumulating picks.

He gives a damn about the money - he'll have to pay it anyway if he doesn't meet the four year rolling average requirement for the cap floor.

Some folks just want to argue for the sake of it, then when multiple people explain the process to them 10 different ways they resort to raising the volume. This same type of trade was rumored years ago when the Bears realized the mistake they made with Cutler and were debating giving up Cutler and a first for a late round pick. I bet they wish they pulled the trigger. Good on Houston for not standing pat and wasting their window. Good on the Browns for not writing a bad contract for the sake of making the floor and losing flexibility going forward.

People don't seem to realize how far below the cap they are. We're talking in the neighborhood of $100 million. They have to meet a 4-year rolling average requirement of spending 89 percent to the cap, and if they cut Osweiler he counts only for this season - they don't have deal with the signing bonus. That's on Houston's books, not theirs. If they don't meet the 89 percent requirement, they have to pay the league the difference. Edited March 9, 2017 by dave mcbride

Yep, but I'm sure he'd rather pay and get something out of it, versus paying only to meet a requirement. Either way, they are getting pretty aggressive with their pocket book. $140 million in new contracts already, maybe another $40 if they care to keep Pryor.
