Sure. In part this is to prevent leaks. But that's not the impetus. If it were, then the entire motion never would have been filed. Mueller initiated it. They're setting the framework for Flynn's defense team to share still sealed evidence from Mueller's probe - not just with Flynn but with others as well. Because of that, they're laying out strict ground rules to avoid leaking (from Flynn or others).
