When they have an appropriately issued Green Card or visa, THEY ARE!!! How is that so difficult to miss? The president can delay or suspend the issuance of new visas with an executive order. The president cannot suspend already-issued visas or Green Cards with an executive order. That's illegal in about four different ways. I would think the President (and his advisers) are drawing a distinction between Fleuti-type "vacationing abroad" (in Fleuti's case, they seemed to deny his re-entry based on his sexual orientation and Mexico was not considered a hotbed of terrorism with relaxed screening protocol); in the present case, it appears the President is relying on a 2015 law signed by Obama that pinpointed certain middle east nations that do not keep tabs on its visitors, and when those individuals visit those countries and later seek re-entry to the US, the President has the right to delay entry as per the above cited section of the US Code. Maybe I'm reading into it too much, but that's apparently what is happening. We aren't talking about a guy from Sweden who is a LTR vacationing in Mexico and wanting to re-enter the US...the distinction is the threat of terrorism from nations already identified by Obama.
