That's according to a Democratic aide not authorized to discuss the talks and granted anonymity.
 

Details still need to be finalized and the U.S. Trade Representative will need to submit the implementing legislation to Congress. No vote has been scheduled. The aide requested anonymity because the agreement is not official.

U.S. seals demise of WTO appeals bench - trade officials
 

GENEVA, Dec 9 (Reuters) - The fate of the World Trade Organization’s top court was effectively sealed on Monday after the United States said it would not back a proposal to allow it to continue, trade officials said.
 

The Trump administration has been blocking appointments to the WTO’s seven-member Appellate Body that rules on trade disputes for over two years, with U.S. officials saying the court had gone beyond its remit.
 

The Appellate Body needs a minimum of three judges to function but the terms of two of the three remaining members of the appeals panel expire on Tuesday and there are no replacements in sight because of the U.S. blocking strategy.
 

Another attempt was made on Monday to reach a consensus on laying down arrangements for filling the vacancies, as well as obliging the appeals panel to issue rulings within 90 days.

Much of the U.S. displeasure stems from how the WTO has tied its hands in dealing with China. In binding rulings, WTO judges have given Beijing the benefit of the doubt on subsidies and rejected Washington’s treatment of dumping.

I'm guessing their changes were minimal, and weren't going to have a significant effect on the agreement.

 

Of course, it allows Nasty Nancy to pretend she "won".

If not for Nancy's efforts none of Trump's initiatives would come to fruition. In fact, rumor has it that she was the one who invented the internet, not Gore.

The play is to pressure the Dems in Trump districts not to vote for impeachment. If they don't vote for it, the USMCA will pass and they'll get to tout the accomplishment to their constituents. If they do vote for it, then the USMCA will linger, and that will destroy the House's talking points that they can walk and chew gum at the same time. 

 

It's all about pressure. Not sure it'll work, but it's definitely a power play by Cocaine Mitch.

...LOL......yup......for how many YEARS did people talk about the need of a Washington Outsider needed to clean up "The Swamp"?....and for how many years did Washington Insiders fraudulently try to run as a "Washington Outsider"?...so we finally get a real Washington Outsider ( I abhorred his business practices  in my business world for the record), obnoxious, brash, bold, irascible, caustic, turning the "good 'ol boyz network upside down and inside out, "calling a spade a spade" without giving a rat's azz whose offended....BUT.......whoa?....we got the Outsider whose MAGA slogan is  a ruse so he can cash in on the presidency, lucrative salary, accumulate wealth, free room and board at 1600 Pennsylvania Ave, get his own library and lifelong security detail.....I always knew the SOB had ulterior motives.......

This "deal" is for show, mostly. You buy farm products, we'll reduce or hold off some tariffs.  A few more weeks until election year...
