Actually the article indicates that he will not be OC:

 

Even if the Ravens bring in Roman, Marty Mornhinweg is still expected to remain their offensive coordinator. Although, Roman would give them an option to turn to during the season if the offense continues to struggle.

ah you are right! He's coming in as "run game specialist" and since morninweh is on the hot seat they anticipate he will replace him in due time.

I thought I heard that Roman was going to Cleveland to be their "passing game co-ordinator"

he was in discussion with Michigan to be their passing game coordinator to replace Jedd Fish but they hired Pep Hamilton... then there was word Cleveland might hire him to replace Pep as their OC. Looks like Denver won the Roman sweepstakes.

Didn't the Ravens do this a few years ago? Replace the OC mid season? Maybe even the Super Bowl team?

Yeah I believe Cam Cameron was involved...can't remember if he was the replacement or the replacee...

Yes. They also did it this year. Morninweh was a midseason replacement for Marc Trestman who was just fired in October. Lots of leaks out of Baltimore that Morninweg was to be fired already, but looks like they will just give him a gentle nudge out the door.
