I don't love the Mail as a source, it's more tabloid than hard journalism, but they have been getting more of the SA stuff right than wrong. But if the contents of this article are true, then it's yet more confirmation that the arrests in SA are directly related to events going on not just in the US but the rest of the world:

Tillerson is gutting the State Department. The Trump explanation, which since he is saying it must mean it's a total lie, is that State is bloated. I ask you DR what part of the deep state civil war does the gutting of state department play in this? Who wins and loses here? 

 

I see see it as obvious pay back by Putin for the Hillary led state department challenging Russia's elections. Trump is paying off for Putin

It's been covered in this thread plenty of times: State Department = CIA. That's a fact. The State Department provides cover jobs and positions for many officers and operatives within the IC, especially Langley. The positions being gutted are not necessary (there is a TON of bloat at State - which is part of the DS/SG) and these cuts are part of POTUS's cleansing of the IC - which started first day, with a speech IN Langley where he made clear his intent:
