But most of what we'll here will be the right-wing gatormans screaming that it's definitely money laundering, because there's no evidence it's not, therefore it's impalpably self-explanatory or something.

The action is pure money laundering, but I don't think that a state can be guilty of money laundering laws, which usually apply to individuals.  But states can be guilty of sanctions violations.  This is pretty ballsy, in any event, and you have to imagine that it's true if AP is reporting it.

States may not.  State leaders who violate national law by changing policy without following proper governmental procedure probably can.
