Russia doesn't have access to an open warm water port.   Thus not questioning your contention about Russia.

But, China ...

 

They have direct access to the South and East China Seas...after that, they have to pass through choke-points to get to the Philippine Sea and open ocean.  

 

Not "land locked," but they don't have open ocean access either.  They're stuck in the littoral...which is why they're on a carrier- and island-building spree.

Japan-Okinawa-Taiwan-Philippines-Malaysia/Indonesia.  That's an effective barrier that blocks the PLAN from the Pacific, which is why they keep testing it.

That speaks to their efforts to ease access to the Indian not Pacific Ocean.
