Deranged Rhino
His job was two fold -- first, declassifying this: https://www.dni.gov/files/documents/icotr/51117/2016_Cert_FISC_Memo_Opin_Order_Apr_2017.pdf Second: Keeping the rats in the IC calm and secure that he would play ball... while the rats were being watched by the watchers. The US sees war as sending troops by plane or sea and then packing up and coming home russia and China are landlocked, so they have a stronger feel for their personal holdings, China locked itself out from the West until Nixon visited to be as fair as I can, China negotiates starting at zero percent interest but is always open to listening to proposals that will keep it at the table

But, China ... They have direct access to the South and East China Seas...after that, they have to pass through choke-points to get to the Philippine Sea and open ocean. Not "land locked," but they don't have open ocean access either. They're stuck in the littoral...which is why they're on a carrier- and island-building spree.
