Probably, more like the Police found all 7.4 tons, and then "pilfered" 3.8 tons (if you can be said to pilfer 3.8 tons of anything), and then reported that they found 3.6 tons.

i've seen it in my work, i would enjoy finding something that i could find new and interesting in transactions...
