This is because of China. 

 

G20 will allow Trump, Xi, and Putin to meet face to face. They need both to help with DPRK, China is still holding the DPRK as a chip in the trade negotiations.

Probably. It will be interesting to see how Moon reacts. He seems to be the real estate broker in this deal.
